Just wanted to be certain about this:

User only has a voice mail box - no phone or other device. Callers would reach the user's mailbox in one of two ways (only one way would be implemented). Either there would be a DID number that would be routed to the mail box, or callers would first dial into the main Autoattendant and then enter a phantom extension number that is programmed to forward to the user's voice mail.

Is any other license required other than a voice mail license in this scenario?

Correct, all you need is a subscriber license in unity connection.
