License Question

I just bought (2) 5 cal packs from a local computer shop I've dealt with for years. When I opened the package on the CAL envelope is the is the CA but it doesn't have the 25 key code only a 14 key Traking ID on it. So I can't enter it in to the License Manger to upgrade. I did notice that it is an OEM pack. Does this matter?

On my CAL sheet it has a blue label attached to the paper in a little rectangular box with the wording LICENSE CODE:

If you do not have this label, you have no code, and thus no CALs. I would contact the retailer.
