License logging service

SBS 2003 server on a reboot is now reading 5pk of license and not enabling users to connect to network shares I can solve this problem by disabling the license logging service but it restarts every 90 mins is there anyway to fix this or a workaround?

How many users/computers do you have compared to licenses ? What type of licenses do you have ?

we have 30 users and 40 lics CALs
