License for IP Phones on 3000 1

Trying to install some 5330 IP Phones on a Mitel 3000. I am installing on customer LAN, not on the WAN side. all the programming lookes ok, but the sets will not come up. Is there any license option needed before IP sets will work on the 3000?
I am also seeing a L2 & Boot Download error.

1.check your Licence .
2.did you set your static IP address or it is DHCP?(On your phone)
3.your DHCP server enabled or disabled?(3300)

That is the question, Do I need licence for the IP phones to work?
 
If you mean Mitel 3000 then there are no licenses needed. You can have a maximum of 12 endpoints which can be a mixture of sip trunks or ip phones. Make sure you've set the voice interface as ip lan and not wan. Also make sure you've set the tftp server address on the phone the same as the lan address of your 3000. Each endpoint needs to be set as an ip phone and the mac address of the phone has to be manually entered.
