When I do a backup of the logs on a BCM 50, I can find the license file but it is xml formatted. Is that the proper format? Should the file stay formatted that way to be useful in case of disk failure?
When you need to restore the license keys in the case of a hard disk replacement, then you have the option just to restore from backup by selecting them only.
Do not worry about the format. If you get a full backup to be sure that everything is there then you have also licensing too.

If you have a backup of the database from the BCM system, then open the file up using a zip tool such as WinRAR etc and look for the file called licensefie.txt. Just extract it and it can simply be renamed from *.txt to *.lic etc. However, this doesn't matter as you can still select the licensefile.txt when reloading back in the keycode file.
