IF i'm uisng 8.5 and usiing the API's to attach a recordset, do I need to buy a license?

If you have 8.5 Developer Edition (which comes with the APIs) then you should already have a license. This license allows you to distribute client based applications without buying further licenses, as long as you don't use "Report Creation" API calls. Passing a recordset should not require "Report Creation" calls.

What is considered "report creation"? I've tried to find a good definition, but I haven't.

Is changing a Title, considered "report creation"?

Is it changing the values of a report or changing report objects?

You have to go by the API calls used. Crystal lists the API calls that they consider to be Report Creation. The ones that you mention don't sound like they would need RCAPI calls.
