What's the easiest way to create text with a transparent bg?

Apply .1pt black stoke to text with NONE as the fill.

You will need to elaborate more as to the desired transparent background and use so that intelligent response can be made and not guesswork.

I am creating a file to be printed as a decal. I want white text, possibly a shadow, but all the area around the text to be transparent.

Then I need to outline the word so the printer can cut out the decal.

Just type it. The background is automatically transparent. To make it easier to see, go to View > Show Transparency Grid.
