Will a Legend T1 card support Loop Start Signaling?

No, and I'm not sure how you're getting a T1 to do anything other than wink or immediate start.

Thanks... This is for Line side T1 connection to 3rd party telecom servers. i.e. IVR, Dialer Fax Server etc...

What you want to do is set up your IVR or fax server kind of like a vm system, with t/r ports. Calls will be routed via a calling group to these ports.
