Legend T1/DS1 board ?

I have a customer with a T1 and there is a problem on the DS1 board with channels 21-24 in a maintenance busy state which I can not change. I even defaulted the system & checked it before I restored it from the backup. They only have 16 channels from the T1 but ran into a problem when the carrier was sending the calls out on the 24th channel and not starting with channel 1. When the translations were done on their router they were never saved so when the unit was power cycled it went back to defaults. They have since fixed that.It's not a major problem now but they want to eventually go to a PRI.
Any ideas?? I tried busying out the channels and restoring and was able to do it even though they were busy but they never restored. I also busied and released the board and the last 4 channels still show in a busy state. Weird.

Did Telco UNprovision the unused channels?
Is the busy status from the module or the CO, or it showing a seizure?
Are the in use channels configured as 4-wire E/M?
What alarms codes are being reported by the Legend?
How does the module respond if you put a hard loopback on it?
Is the DS1 module a 100D or a 100INA?

Sorry for taking so long to reply-
The unused channels are now unprovisioned- the translations were not saved by the vendor so when the unit was power cycled it went bk to the defaults
The busy is coming from the module and I even defaulted the system & it still showed maint busy
The board is a 100D
There were no alarms in the system
Everything is working ok now but the last 4 ports on the DS1 still show maint busy.
