If you can access the Legend from the Nortel and even grab dialtone than it is probably a routing issue. Check your UDP routing table to make sure it is sending the proper digits to the Nortel. If it is, it might be something on the Nortel-side.

When you try and access the Nortel, does the 100DS1 go amber real quick or does it never go amber?

Goes Amber Real Quick Somtimes You Can Call Across From The Legend And It Rings A Couple Of Times Then Goes Busy
Then Rings Twice On The Correct Phone Then Goes Away
I Am Sending Four Nortel Is Set To Four
Getting Pri D Channel Inoperative
And MSG waiting Light Fac Timeout

If the d channel is going down, it's probably a synching issue. I'm not familiar with the Nortel-side, can you switch the PRI type on that end to see if it keeps the circuit up? I have connected to an Asterisk and I think the way i got it working was to set the Asterisk to emulate dms-100 on that side.

I found my paperwork on the asterisk connection (I know it's a Nortel you're connecting, but it might help). I had to change the clocking on Legend to "local" vs. "loop" in order for it to come up properly. You may want to try that as that would also cause out of sych/d channel to go down.
