Legend Dial Tone Problem

I've had 2 different Legend technician companies work on this problem without any luck. We have a T1 coming into our Legend and then a second DS1 card with a T1 coming out of the Legend and going to a Multitech MVP2410 VoIP router. There's 600 DIDs going to the MVP2410 via the Legend T1 and it receives those calls fine. The MVP2410 also makes calls back to the Legend MLX extensions okay. The problem we have is giving the MVP2410 outside dial tone to make outside calls. Because the T1 comes out of the Legend I've been told that it is now considered remote and needs a barrier code to get dial tone. That was programmed but it has to ring 2 times before it gives the dial tone and the Multitech dialing facility can't handle that delay. I've had a case open with Multitech for 2 years now and my phone technicians and I have spoken directly to both their software and technical support heads about the problem. They have offered hours of suggestions that haven't worked and since they don't have a Legend to use for testing they are unsure how to help. Any ideas would be very much appreciated.
 
Set the remote acces to not require a barrier code. It's under lines/trunks> remote access> tie lines (or non-tie) barrier code not required. Note that this will undo any barrier code requirement for remote programming access to that Legend as well, so it would be best to not have remote access via DID if you have it set up now.

Not using a barrier code has also been tried. Calls made with our without the barrier code in VoIP numbers go directly to the operator with a DID#? on the display when she gets them.

When a VoIP extension is made using just the barrier code, we're at least able to get the 2 rings and then dial tone.

 
What software version is the Legend?

What configuration do the T1s have?

Are you using non-local UDP?

Would you post the config's so we all can see what you have programmed on the Legend?

There are too many missing pieces.

The Legend is at release 7.0 v10.0.

The T1 is a PRI from Pacific Bell. There's only one incoming T1. The second T1 is coming out of the Legend and then into the Multitech MVP2410.

I believe the DIDs are being sent over to the T1 that goes out of the Legend via a non-local UDP. The words "non-local" and "remote" come up a lot in the conversations when we talk about why it isn't working.

The phone technician is coming out tomorrow, I will have him confirm. Which configs should I post?
