Legend can't hear inbound calls

My customer is complaining that when they recieve inbound calls they can't hear the caller, when they make outbound calls everything works well. Has anyone ever had this problem before? They tried resetting the system with no luck.
 
Let's baseline this thing. What details do you have? For example, is this a single user complaint or is it company-wide? Is this a problem that coincides with a new installation, or did everything work just fine until recently? Are the troubled lines isolated to a single board?

If these are POTS lines (as opposed to a digital T1 or PRI), you can always monitor the audio quality with a lineman's test set and bypass the PBX all together.
