Legend 7.0 placing "phantom" calls

Every month, on the 24th, a Legend 7.0 with Merlin Mail is placing or forwarding (don't know which) a single call early in the morning. The first two months it called some poor guys house at 3:20 am, and when he answered, he heard a disconnect. He used *69 to call back and heard our company greeting. We put his phone number in a disallow list and assigned it to all extensions, and the next month it called someone else, this time the office of an employee's wife. We can't really disallow that number, and that doesn't seem to solve the issue anyway. Neither of the phone numbers was in any system or personal speed dial list. Any ideas?
 
I know we had this problem here. What it wound up being was voice mail notifications that users programmed into their mailbox settings but never revised. For example, one guy had a cell phone that he setup as a destination for voice mail notification. When he turned in this cell phone the phone number got assigned to someone else. Guess who didn't turn off voice mail notification in this instance?

We got irate calls from this lady who was getting calls in the middle of the night. Our VM system is an Octel 50 that has certain retry intervals for notification that wound up hitting her pretty hard!

Other than voice mail notifications is there remote access calling enabled on this system you're talking about?
 
Could it maybe have something to do with alarm reporting?
