Legato Co-standby server & MS Exchange problem

We are experiencing a problem with Legato Co-Standby Server. The problem is that if a service (e.g. MS Exchange Service) fails, this is not detected and therefore, Legato failover doesn't kick in. The Legato failover is only invoked in the event of a critical hardware failure, e.g.
controller card, disk, etc. Please let me know if there is any vendor out there who deal with failover solutions and do their monitoring at the NT Service layer.
