Legacy WIN-2K application to access web service 1

So, I am faced with what normally be a simple task in Unix or Linux, to access from CLI a web service ... Say for instance, being a script REST or otherwise, it can be easily called using wget or curl from unix/linux box.

This is not as simple, at least not that I know of, in WIN-2K.

Looked for curl and wget for WIN-2K but it appears that (a) most links appear to be hacks, (b) one would have to compile from source, (c) not really possible nor available.

I do not want to entertain the "compile from source" since I am afraid principal will not be interested.

What am I missing? What must I be looking for instead of curl or wget?

I do not want to suggest installing PHP unless there is nothing else one could do.

What do you guys/gals suggest?

Or you could install cygwin and run cURL or wget in that.
