Left viewable Margin lotus 4.6

I want to move my margin to about .25 inches in my lotus form. Whenever i set it with the ruler, it works Ok but the form always opens up lining up off the 1inch mark making everything set less than 1inch appear off the left side of the screen.

Any tips would be appreciated.
