Left Border ...Problem with Margins

I am trying to center a page. I want about an inch of white space on either side of it. I want to use a background border, but i cannot get the border to "move" over. It seems to stay all the way over to the left no matter what i do. HELP!! and Thank You! in advance.

Do you mean document or table border ??

Document margins are as follows :

leftmargin
rightmargin
topmargin
bottommargin
marginheight
marginwidth

Table borders are :

cellpadding
cellspacing
border Regards
