Least cost routing 1

Hi All
I have been tasked to provide a 3rd premicell onto a KXTD1232.The problem that I have is that I am unable to get an even access distribution to allow the client maximum saving.
What happens is that the system will always access the first premicell in the group and then the other.This means that hardly any calls pass through the second premicell.
Any suggestions?

why not take half the the users and force them to make
calls with the 2nd or 3rd cell!
