least cost routing

Hi guys I got two Boxes MD110 tsw6 and bp 128i which have been networked with a very stable VOIP linkWhich has been networked with a very stable VOIP Link, Both PABXes acquire ISDN Links from two different telkom exchange branches, for various reasons, telkom exchanges on BP 128i acquires the ISDN links goes down oftenly and thus users cannot make landline calls until the exchange is up again,
Considering the Voip Links between the two boxes, how do I facilitates calls to flow via the VOIP links to MD110 and then the MD110 routes the calls OUT.

Here are my current configs

ISDN ROUTE
<RODDP:DEST=701;
EXTERNAL DESTINATION ROUTE DATA
DEST DRN ROU CHO CUST ADC TRC SRT NUMACK PRE
701 1 000500000000025000000000000 0 4 0

END

VOIP ROUTE
<RODDP:DEST=8;

EXTERNAL DESTINATION ROUTE DATA
DEST DRN ROU CHO CUST ADC TRC SRT NUMACK PRE
8 40 060610000000025000000000000 0 1 0

I mean when the route 1 is down calls route Via route 40 to BP128i then to external exchange and Viceversa
 

End DEST 701 and reinitiate without entering CHO, CHO is overflow only

Initiate DEST 8 as CHO 1 as 1st choice overflow

This is using RODDI not LCR, your LCR points to the RODDI if you are using,
