i want to build a web site but i don't know which colours i should use.
are there any web sites that i can learn about colors(for web sites)

its pretty common sense really -- you dont want your colors contrasting to much or else you could get rather gaudy -- but complementary colors are good
But when it all boils down, the use of colour is up to you as the web designer. There's really no "right" colour scheme. There are lots and lots of "wrong" ones, but the colour scheme you choose for your site should be harmonious with your content and your audiences expectations.

Actually the 216 web colors is old technology, and every web browser, whether Mac or PC will handle colors as properly as they can. It is safe to go up to 256 colors now The main reason for the differences in Mac and PC dispay of images is the difference the way the 2 systems handle gamma.
