ldap vb app not working in Terminal Services 2003

I have built a vb app that will add users to the members area in ldap. The app works fine, I have installed it on a server and when I log on it works fine, but when someone else logs in under a different profile I get an error "library not registered"

My profile is under local admin but the users who are using the program will not be.

Has anyone had this problem before, or can anyone shed some light on the subject.

Thanks for any help or advice.
