LDAP problem with GAL

We had an URL that people could go to and update thier GAL profile. It stopped working when the old admin left. Does anyone have any links or advice on resources for this?
I have read three exchange books with no luck.

Sounds like a 3rd part app, what does the URL connect to? A web service?

I did not see any third party apps, They said it was just a connection from ldap to active directory with rights that made each person able to update Active directory info like phone and address info. They want to be able for people to self edit AD profile info.
