LDAP doesn't follow password comlexity???????

I am running windows 2000 server for an Extranet application.
My application is using Domino R5 and LDAP.Right now all the security takes place at the OS not in LDAP. I want to be able to change my password at the application level and I want LDAP to follow the security complexity policy of windows 2000. Please Help!
