LD restriction

I have a customer with LD restricted and they are using authorization codes. Someone has discovered a way to bypass the autorization codes. They can dial 9 then the area code and 7 digit number. By leaving out the 1 it will allow the call. Is there a way to restrict those calls without disallowing every area code?

Are the authorization codes from the phone system or the LD carrier?
