on a voIP set, you might have to add VOLD to CLS then add OSN key to set, Then add to OSDN field in 24....

Find an unused DN and put it on a phone (Like SCR 1234)

On that phone, add an OSN Key

KEY xx OSN

Then enter the DN from above in LD24

I think that is the trick

I added the key to the set but we dont get any notification or anything when a test call was placed to 911. Any ideas?

Does 33003 appear more than once in the system? It can only appear once, on one phone.
