lcr prority/time profile

on release 3.0 .40
i've to configure trough time profile (during and not thr working time ) different possilities/limitations for users
so i've created several lcr

one with time profile office with urban calls allowed only
one with time allday office with urban calls allowed only
one with time profile office with extaurban calls allowed also
one with time profile allday with extaurban calls allowed also
one with time profile office with international cals allowed
also
one with time profile allday with international cals allowed
also
each lcr has different priority that has to collide with the ones of the users
but the result is that everyopne can do everything
high priority user use low priority lcr ,right?
nobody can help me?
