LCR and user's priority level 1

Hi dear All
Is it right that I can't use users priority for routing calls to the Main and Alternative routes of LCR like FRLs in Definity?
For example, I can't force user with low priority level don't access Main route of LCR with priority level higher than users level and route such call to the alternative TAB of LCR with level lower.
Who did two line groups routing by priority levels?
And more, which priority level higher 5 or 0? In Help of IPO403 I see 5 is Low level, but in IPO Small I see 5 is High, where is true?

I don't know if I'll be much help, I'm trying to do the same thing.

My understanding is that '0' is the most restrictive and '5' is the least restrictive.

The IPO will first look at the 'User' for routing info, if nothing there, it will look at 'LCR' and if nothing there, will look at the 'Line'.

I've tried using a priority 5 as the Main, and 4 as the Alternate, but a station with a priority 4 still grabs a line in the Main group :(

The user priority controls weather a user has access to a LCR

Eg you can allow all users access to the 1st LCR route, but restrict access to the fallback routes

the manager help files say that 5 is highest priority
 
Yes, it was true, priority level works as barrier for Alternative route. Now something is more clear for me.
