Layers over frames

Hi all.
I'm currently re-designing a website that someone else implemented. I don't want too many headaches so i want to leave much of the code as-is.
I do think that the site would do better with frames instead of big templated html files however, and so far it's been going well.
But i have come to one sectin where a layer is hidden and made visible with a javascript function and 'onmouseover\off' events.
The problem is that this layer now resides right on the borser of a frame and so you only see the very small section of the layer in the frame in which it is created.

Is there any way i can force this layer to 'spill over' into another frame??

Hi,
doesn't Z-index work the other way? "0" would place it on the bottom of the stacking order.

Instead of using a layer would it be possible to pop up a small chromeless window? I am not sure if it is possible to get layers to overlap frames, it doesn't sound possible to me.
