layers get stuck below another layer

I'm working with AutoCAD 2002, and my problem is this: There are layers with lines drawn on top of each other, and the one layer that I would like to see on top, always ends up below the layer that I don't want to see... and I can't just shut off thet layer that I don't want to be on top, because its got some lines that I need to see elsewhere on the drawing. Is there an option somewhere that lets you set which layers are on top? (Similar to how in Photoshop you can say "Move to Front" or Move to Back" etc.)

I'm not sure I follow. Layer ONTOP of another? Are you drawing in 2D or 3D?

Sorry, I guess that may not have made sense. I'm drawing in 2D. Alos, I'm using a package called HydraCAD, which is for Fire Sprinkler System design. Thsi package requires that all lines have Z-coordinates equal to zero (0), effectively making it a flat drawing. So, I need to know if there's some other way of telling it to put certain layers above other layers, without giving them positive z-coordinates. Does that make sense?
 
It makes a little more sense. I Think autoCAD layers the displayed line in the order they were drawn.
I don't know of any way to change the order in which they are diplayed.

The command to change the order objects are displayed (and plotted) is DRAWORDER. It generally works fine, except has problems with blocks, hatches, xrefs. A way to get the effect of draworder -to bring an object to the front- is to copy it onto itself, then erase previous.
