Layers and Loading images

Is there a way in FP2003 to create 4 layers, i.e. one large box with 3 smaller layers (boxes) on its right side, and then when you click layer 2 (image in layer 2) it loads in Layer 1 (the larger layer) in a larger size? I know you could do this with Dreamweaver and layers, but I don't know if this is possible in Frontpage 2003?
