Can anyone tell me if there is a way to set up layers so that they are included on ever page of a Visio document without having to set them up for each page?

Layering on multiple pages

You could create a shape and assign it to all layers. When you copy this shape to the other pages, all the layers will be created. You can then delete the copy of the shape and the layers will remain.
