Layer Set

I have been following along this tutorial and have made 3 seperate layers during the process. It says (highlight the layer set, in the layers panel, and merge (layer > merge layer set) the layer set into a single layer) I cant seem to get the 3 layers highlighted at the same time. I can only click on one layer then shift to click on another and thats about it. I need these layers merged but it obvious i'm not doing something right here. Any help is appreciated

To merge two layers or layer sets:

1. Position the layers or layer sets you want to merge next    to each other in the Layers palette, and make sure that the visibility for both items is enabled.

2. Select the top item in the pair.

3. Do one of the following:
If the top item is a layer, choose Merge Down from the Layers menu or the Layers palette menu.

Repeat step3 for additional layers
 
Opps...you said layer set, sorry...go to photoshop help on layers > merge (same as above) and continue with what to do with Layer sets.
