Layer Scroller

Can someone please give me some advice regarding a scroller. I would like to have a scroller on my page with a up and down button. Within this scroller I will have different text as selectable links. I know it's done with layers but not sure at all how to do it. Thanks

You don't need eyes to see just the vision because there are always more ways and different answers to what we are used to...
