Layer Navigation Menu 1

Can someone please point me to a tutorial or provide the necessary steps involved with creating a navigational menu similar to the one found on microsoft.com and many other sites...this is the type of menu that when you "rollover" a link another "layer" appears with additional links, and so on. Is this done with DHTML and layers ? Or is it done with Java ?
Also, What versions of IE and Netscape will this sort of "menu" work in ?

Any guidance would be appreciated !!
