layer based menu difficulties

My site has a navigation bar image on top, with hotspots for all the categories. Each hotspot uses the onMouseover and onMouseout events to show and hide a series of layers that contain the submenus, ie when you mouseover each "facilities" a layer with an imagemap saying

intro
indoor
outdoor

appears, and all the other layers are hidden. This works fine in netscape 4.7, except one layer sometimes refuses to disappear when you mouseout. What is confusing is that, although all the layers have exactly the same behaviours (besides showing different layers) only one has this bug. In explorer 5 the menus behave extremely wierd, disappearing arbitrarly when you try to mouse over their imagemaps. I have double checked all the behaviours and everything seems to be in order. any ideas?
 
whas the URL?? Maybe one of us can help after we see the result for ourselves... I have not failed; I merely found 100,000 different ways of not succeding...
