Layer above form field in NS 4.x?

Is there a way to get a layer to be visible "over" a text field in NS? The problem is I have tried a number of different ways to create JS based menu system. However the menu will always appear "below" a form input field in NS 4.x. I am able to get it above in IE and NS6. Any thoughts...

the only way around this is to place your form elements in a layer, and hide them when your menu is to hover over them.
form elements in netscape(4.x-) always exhibit this "on-top" behavior.
