Launch a program in excel

I have two cells(A1,A2) continously updated from external links in my worksheet...
Now I want to launch an application when the following condition is met.

if A2-A1>=2 then trigger or else wait for that condition...

Please guide me on how to program this..I need step by step procedure on how to program..I am newbie to computer programming
