Printer was working fine. Tried change ip address on the printer through the control panel and got an Error 49. Rebooted the printer but it goes in a continuous initializing loop and i can't get access the Menu to change the settings back. Tried holding down the Menu and * button on reboot (is that the correct reset procedure?)to try to reset the printer but it continues to go in an initializing loop and won't stop.

The Error 49 is not there anymore and the LCD only reads "Hewlett Packard" on the top line and on the bottom line the cursor races left to right. No additional hardware or memory was added to the machine and i can't cycle the print cartridges to remove them via the Cartridge button as non of the buttoms are responsive. Any help appreciated.

If your printer is stuck in a 49 error you can only try a few things before service is needed.
Try and reseat the dimms (if seated) and remove any accessory if connected before another powercycle.
Since you mention the printer started behaving like this after you changed the IP I suspect the NVRAM or firmware of the printer has become corrupted (Early firmwares of this printer did address a lot of network connectivity issues).
Did you try and connect to the printer via the network connection ? If you lost the IP you could try connecting to the hostname.
In order to perform a firmware update the printer must be in Ready state and since it's not you might want to try and obtain a recovery firmware dimm (Q3948-67926) either via the HP support or a local service provider.
