That was a trick you could do with ATI drivers. Don't believe you could ever do it with nVidia. And ATI, as far as I am aware, never acknowledged that this trick worked nor that it was supported. And now of course they've removed it.
 
The Win 7 magnifier if used in full screen magnify mode works similarly to that old ATI feature.

If you are running an Aero theme, hit Winkey + to start the magnifier. Then under Views select full screen.

When you move the mouse to the edge of the visible screen the display will pan or scroll as required to keep the cursor visible.
