Laptop Security - How to restrict users from changing mouse pointer

Hi
I need to restrict users from changing mouse pointer

This is because a couple of our sales staff seem intent on
downloading different pointers and all the spy/malware that comes with it.
Is there a Policy I can use to 'tie this down'
