I had an old toshiba laptop with a bad power input, battery, RAM, cd drive and to top it off the processor overheated. I took it apart, figuring it would cost more to fix than to buy a replacement. I got the hard drive, keyboard and screen. My question is, is there a way I can turn the screen into a vga-out so i can use as a secondary monitor for my other laptop? there are two wires coming from the bottom of the screen each with numerous tiny wires inside. It seems tough or impossible. Im guessing that the laptop was specific to that monitor. (pics below)

Thanks

To be perfectly honest, is it really worth the effort?
You would need to find out what the pin-outs are for the connectors & then get them connected to some sort of power supply & 15 pin D-Sub plug. You would also need to make some sort of stand for it.
Probably a better idea to get an external TFT monitor. You can pick up a 15" for about £60.00 & a 17" for around £90.00.
