I seem to have lost the power to my hard drive in my 486 thinkpad notebook. I know the HD works because I tested it on another system. What happened? Cable? Is there any test with multimeter?

Other than power leads, nothing.
You might look in the CMOS and see if it is disabled , either with controller or drive selection. I assume that it would never spin if it wasn't supposed to be there.
