Language bar options -keymaps missing

Hello!

I've installed the Far Eastern IMEs and added a number of additional keympas as an administrator (Japanese, Chinese, Greek). When I login as a user the only keymaps they can select using the language bar are English (UK) and English (US) (the latter isn't even installed anymore!).

The users are locked down by group policy so can't even access regional and language settings - I've looked in group policy and I can't see a reason they don't see the additional keymaps. Is it profile related?

If it is due to the profile I can create a new one, without too much hassle, just want to check I'm not being completely dumb first!
