Landing pages and navigation

I wanted to get some thoughts on a few pages I'm creating. It basically for a PPC campaign offering 4 commercials on one page. Clicking on an offer goes right through to the site.

The offers page emulates the homepage but it has targetted offers. My issue is making a good banner for the site. Would it be better as a static graphic or would it be better as text for SEO? It's a bit of a dilemma as there's wasted real estate
as seen here.

The other part I would love help is for navigation and general feedback on a recently launched site. My main bug bear has been from the briefing and helping the client from product to checkout. In some ways, I'm stuck by legal requirements for insurance/T&C's etc.

If it's a PPC landing page you should be excluding SE crawlers from them so it shouldn't matter.
