Lan settings for all users of shared PC

Is there a way to have IE Lan Settings configured for all users of a PC.

Specifically, i want to set Proxy server information for Internet browsing and have it applied to everyone who logs on this machine.

Its not working so far. I works only for the person under whose profile it is set up in.

There must be an easy way to do this !
