Lack of Resources

We have a T1 backbone connected together using Nortel BCN Routers using OSPF as our routing protocol. While reviewing one of the backbone circuits through Site Manager, I noticed we are getting a high number of "Lack of Resource" errors. I've checked for bandwidth issues, but there is barely 30% usage and ping times are great. What else could be causing this?

Opps, sorry. Forgot to mention that this is on the transmit side of the BCN, so this hasn't even hit the circuit yet. COuld there be a problem witht he buffers?
