If you are on version 7 (and maybe even 5.5 and 6) there are predefined layouts for labels. To create a layout:
From the layout mode choose LAYOUTS -> NEW LAYOUT/REPORT
Give the new layout a name and from the "Select a layout type" section choose "Labels".
From this point on there is "wizard" like prompting that should lead you to a layout formatted for any of the common label sizes.
