Label Spacing

I am trying to print labels through Access 2000. This is the problem I am facing:

I created a new "form" through server properties with a width of 8.5" and height of 1"

I am using the driver Generic IBM Graphics 9pin wide

I am using my custom "form" for the paper size in both the printer properties and in page setup in access.

Yet I am getting 11 1/2" of space vertically between the labels. Help please. Thanks.
 
why not use the built-in label wizard that is a selection when you create a new report.

I did use the wizard to create the report. I am printing these labels on a Lexmark 2490 dot-matrix printer. That's why I had to go into Printers->Server Properties-> and create a new "form" with 8.5" width and 1" length.
