Label Problem in Data Report

I am writing a report that is going to be faxed using Zetafax embedded addressing. I have to create a string in a label that looks like the following:

%%[Fax: 999 999 9999]

When I put the text in the label, it drops one of the percent signs. Does anyone know why the Data Report is dropping one of the percent signs?
