L2TP/IPSEC Preshared key test

Hello All,
I've been able to configure pptp MPPE 128bit between 2000server and XPClient in the Lab but can't seem to get l2tp/ipsec with a preshared key to work(lab only). I've read the MS Technote but still missing it???
error:798 connection fail...security layer encountered a processing error...
error:792 l2tp connection failed security negociation failed....
